I see the SKSE.ini and Skyrim_default files, but not Skyrim.ini. Am I looking in the right place? No you aren't. Those files you listed are kept in your game folder, the file you want is not found there. As youngsn0w mentions, it's in your Documents/My Games/Skyrim folder.

To be more specific one of the shadow lines I want to change is the distance from 8000 to something less for betetr shadows up close but it's one of teh things missing.
